In line 3 of the draft Order in Council,

between the words "provision" and "either", I suggest

that the words "at the expense of the Colony" be

Koger Clause 2.

Similar words to be inserted between the

words "provide" and "either" in line one. Clause 3. Under the provisions of Section 1(3) of

the C.N.D. Act, H.M. in Council may "authorise the

Admiralty to accept any offer .....

Clause 3 of the draft Order in Council, however,

authorises the Legislature of the Colony to offer

to place at H.M.'s disposal any vessel of war so

provided.

I do not think that the Legislature need be

authorised to make an offer. It is the Admiralty

who would be authorised to accept an offer if made.

Clause 4 It is not for the Order in Council to

provide that the officers and men are liable to service etc. The Order in Council should simply approve the

wording of such provision by the Legislature
